Good way to see if this is broken is to see 'how many Artheran armor smiths are currently in game.

Sometimes when you learn to cut corners you learn how to make an armor that is more streamline and effective.

There are plenty of sources that mongols and other nomadic people made armor that was very well crafted.

How does a nomadic people have the ability to keep the tools and technology necessary to become great armorsmiths?
